OVERVIEW

About this course.

Town planning is the process by which governments guide and regulate how land is used and developed — deciding, through rules and case-by-case decisions, what can be built where, how it is designed and used, and how the pieces of a settlement fit together over time. It exists because land use has consequences that reach well beyond the individual owner: what one person builds affects their neighbours, the local road and drainage networks, the character of a street, the natural environment and the wider community. Planning is society's attempt to manage those shared consequences fairly and in the long-term public interest, rather than leaving them to chance.

The simplest way to understand why planning exists is to imagine its absence. Without any coordination, a heavy industry might open beside a school, a tall block might overshadow every garden around it, homes might be built on a floodplain, and there might be no reserved land for parks, roads, schools or shopping. Some uses genuinely conflict — noise, traffic, fumes, odour and privacy impacts do not respect property boundaries — and markets on their own do not reliably provide public goods such as open space or a coherent street network. Planning steps in to separate incompatible uses where necessary, to protect amenity and safety, and to make sure the infrastructure and services a community needs are anticipated rather than retrofitted at great cost.
