A service penetration is any opening created where a building service — a pipe, cable, cable bundle, conduit, duct or similar — passes through a fire-rated wall, floor or ceiling. Penetrating a fire-rated element is dangerous because that element is part of the building's fire separation, designed to hold back fire and smoke for a defined period, and every hole made through it is a potential breach of that barrier. Unless the gap around the service, and in many cases the service itself, is correctly sealed with a fire-stopping system, the penetration provides a direct path for fire and smoke to pass from one side of the barrier to the other, defeating the very protection the wall or floor was built to provide. In short, a fire-rated element is only as good as the way its penetrations are sealed.
To understand this, it helps to be clear about what a fire-rated element is and does. Certain walls, floors and other elements in a building are constructed to resist fire for a specified period — commonly expressed in terms of how long they maintain their structural adequacy, integrity and insulation under fire conditions. These elements form the boundaries of fire compartments, and their job is to contain a fire within the compartment where it starts for long enough to protect escape routes, allow occupants to evacuate, protect other parts of the building, and give the fire brigade time to respond. The performance of these elements is established by testing and is central to the building's overall fire-safety strategy. When such an element is specified for a location, it is because the building's design relies on that separation working.
