Commissioning is the structured process of verifying and documenting that a building's systems have been designed, installed, tested and set to work so that they perform as intended and meet the owner's and the design's requirements. It is the bridge between "the equipment is installed" and "the building works." Installing a chiller, running cabling to a fire panel or mounting a smoke fan is not the same as proving that the chiller maintains conditions under load, that the fire panel correctly detects and signals, or that the smoke fan moves the required air in the right direction when called upon. Commissioning is what closes that gap, and it matters because an uncommissioned or poorly commissioned building can look finished while failing to deliver comfort, efficiency, reliability or safety — sometimes invisibly, until the day the systems are actually needed.
The reason commissioning is necessary at all is that modern buildings are complex assemblies of interacting systems, and complexity breeds error. Air handling and mechanical ventilation, heating and cooling, controls and building management systems, electrical distribution, lighting and emergency lighting, fire detection and alarm, sprinklers and other suppression, smoke control and management, stairwell pressurisation, lifts, hydraulics and many more are designed by different disciplines, installed by different subcontractors, and connected together on site. Each is an opportunity for a mismatch between intent and execution: a damper installed backwards, a control set to the wrong value, a sensor in the wrong location, a fan wired to run the wrong way, a device addressed incorrectly at a panel. Individually these faults may be small; collectively they can mean a system that does not achieve its purpose. Commissioning exists to find and correct these before the building is occupied and relied upon.
