The combustibility of external walls matters because a facade made from, or lined with, combustible materials can turn a contained fire into a rapidly spreading one that races up the outside of a building, bypassing the internal fire separation that keeps occupants safe. External walls are meant to help resist fire spreading between storeys and between buildings; when the wall itself can burn, it becomes fuel and a vertical highway for flame. Fire on a facade can climb many storeys in minutes, spread faster than occupants can evacuate, defeat sprinklers designed for internal fires, and expose people on multiple levels at once. That is why non-combustibility of external walls is treated as a serious life-safety issue rather than a matter of finish or appearance.
To understand the concern, it helps to picture how a building is meant to behave in a fire. Buildings are designed around the idea of compartmentation: floors, walls and other elements are arranged to contain a fire in the area where it starts for long enough to let people escape and firefighters respond. Much of this thinking assumes the fire stays broadly where it began and is fought from inside. A combustible external wall undermines that assumption completely. If flames break out of a window — which is a common and expected event in a serious fire — and the facade above and around that window can ignite, the fire is suddenly outside the compartment, climbing the building on a surface that internal sprinklers and fire-rated floors were never positioned to control.
