An owner-builder is a person who takes on the responsibility for building or renovating their own property themselves, rather than engaging a licensed builder to manage the work under contract. In practical terms, the owner-builder steps into the shoes of the builder: they take on the coordination of the project, the engagement and supervision of trades, the management of approvals and inspections, compliance with building and safety law, and much of the legal responsibility and risk that a licensed builder would otherwise carry. It is not simply a matter of doing some of the physical work yourself; it is a formal role, recognised differently in each jurisdiction, that shifts a substantial bundle of duties and liabilities onto the person who holds the permit or approval.

The first thing to understand is that "owner-builder" is a legal status, not just a description of someone doing their own renovations. When a person builds through a licensed builder, that builder holds the licence, manages the site, carries the statutory obligations and is answerable for the quality and compliance of the work. When a person builds as an owner-builder, no licensed builder sits in that position — the owner-builder does. This is why most jurisdictions treat owner-building as a regulated activity above a certain scale: because the person is effectively performing the builder's function without a builder's licence, the law imposes conditions designed to ensure they understand and can meet the responsibilities involved.
