Passive fire protection is the fire safety that is built into the fabric and structure of a building and works continuously without needing to be switched on or triggered. It includes fire-resistant construction, the division of the building into fire compartments or "fire cells", fire and smoke doors that protect the openings in those compartments, structural fire protection that keeps the building standing, and the fire-stopping that seals gaps where services pass through fire-rated walls and floors. Its job is to contain a fire near where it starts for a period, keep escape routes usable, and hold up the structure — buying the time people need to escape and firefighters need to work. It complements active systems, which detect, warn and fight fire, by providing a defence that is always in place even if an active system is delayed or fails.
The defining feature of passive protection is that it is "always on". A fire door is doing its job every minute of every day simply by being properly installed and closed; a fire-rated wall resists fire whenever a fire occurs; fire-stopping around a pipe performs the instant it is exposed to fire. There is nothing to activate, no power supply to depend on, no sensor to trigger. This reliability is exactly why passive protection is regarded as the backbone of a building's fire strategy — but it comes with a crucial condition: passive protection only works if it is complete and undamaged. Unlike an active system, whose failure may be detectable through testing, a defect in passive protection — a hole never sealed, a fire door that no longer closes — can sit invisibly in a finished building until a fire finds it.
