A performance-based code is one that specifies the outcomes a building must achieve rather than dictating a single way of achieving them, and the National Construction Code (NCC) is exactly this kind of code. At its heart are the Performance Requirements — mandatory, outcome-focused statements of what a building or system must accomplish, such as being structurally adequate, resisting the spread of fire to an appropriate degree, or providing appropriate access and amenity. These Performance Requirements are the non-negotiable objectives; everything else in the Code is, in effect, a means of demonstrating that they are met. This is the defining idea of the performance-based approach: the "what must be achieved" is fixed and mandatory, while the "how it is achieved" allows for more than one legitimate route.
Understanding why the Code is performance-based helps explain how to use it well. A purely prescriptive code — one that specified in detail exactly how every building must be constructed, with no alternatives — would be simple to follow but rigid and stifling. It would struggle to accommodate innovation, unusual sites, new materials and technologies, heritage constraints, or better and more efficient ways of achieving the same safety and amenity outcomes. By expressing the mandatory requirements as outcomes and then permitting more than one way to meet them, a performance-based code keeps the essential protections firm while allowing flexibility in how they are delivered. This is a deliberate design choice, made to balance certainty and safety on the one hand with innovation and practicality on the other.
