The National Construction Code (NCC) is Australia's primary set of nationally consistent, minimum technical requirements for the design and construction of buildings and for plumbing and drainage systems. It is developed and maintained by the Australian Building Codes Board (ABCB), a body established and governed jointly by the Australian Government and all state and territory governments, working with industry. The NCC is a single code presented in three volumes: two that together form the Building Code of Australia and one that forms the Plumbing Code of Australia. Its purpose is to set nationally uniform minimum standards for safety, health, amenity, accessibility and sustainability, so that a building constructed to the Code in one part of the country reflects broadly the same baseline expectations as in another.
To understand the NCC, it helps to understand the problem it was created to solve. Before a nationally coordinated code existed, building requirements were fragmented across jurisdictions and even between local councils, which meant that a practitioner working across borders faced inconsistent and sometimes conflicting rules. The move toward a single national code was driven by a desire to reduce that fragmentation, lower unnecessary compliance costs, and provide industry with a consistent, predictable technical baseline while still allowing for genuine local differences. The ABCB describes the NCC's role as setting the minimum necessary requirements for safety, health, amenity, accessibility and sustainability in buildings — minimum being the operative word, since the Code sets a floor rather than a ceiling, and a designer or client may always choose to exceed it.
